Kapil Dev Agarwal is currently a Bharatiya Janata Party MLA from Uttar Pradesh’s Muzaffarnagar constituency. This is his second term as an MLA from Muzaffarnagar. He has been appointed as Minister of State (independent charge) in the Yogi Adityanath-led UP Government and holds the Skill Development and Vocational Education portfolio.
He was one of the accused in inciting anti-Muslim violence during the Muzaffarnagar riots in 2013 that left at least 62 people dead, mostly Muslims, and displaced 50,000 people.
Agarwal is accused of giving inflammatory speeches against Muslims, violating prohibitory orders, holding a mahapanchayat without obtaining permission from the district administration, and creating an obstruction to deter public servants from performing their duty.
In March 2021, charges against Rana and other BJP leaders were dropped after the Yogi government submitted a plea to withdraw cases in the local court.
In a sting operation by India Today, Agarwal was found ready to stage religious violence for money.
“It should definitely be done. You see we don’t know each other very well. But if I say something, I keep my word. That’s a habit. I also had to suffer because of that but I don’t step back. I don’t lie. I don’t throw estimates. Whatever is there is fixed, brother. We’ll meet in the next one or two days or talk about it on the phone in coded words,” Agarwal said.
